房屋買賣市場中,購屋者的需求皆傾向尋求一個安穩、單純的居住環境,然而隨著生活漸漸富裕,人們開始會尋求更舒適、更適合居住的房屋,其中足夠的空間、房屋的設備、居住環境附近的設施等等開始列入購屋者的考量。再者,近年來資通訊產業急速發展,智慧城市與生活產業之議題也逐漸受到重視,這使得購屋者對於建築物的需求開始由原本較簡單的思維開始轉趨為對建築物多元功能的需求。
而在房屋買賣市場中,驗屋點交是極為重要的一環,不論是新屋或舊屋的買賣皆須經過驗屋點交此一環節。 內政部也提出老屋出售時須檢附健檢證明的政策構想,希望保障中古屋消費者的權益,藉此使中古屋的消費資訊更加透明化,讓購屋者對於購置的房屋安全可以掌握更多的資訊並進行評估,也希望藉此增加消費信心。另外若由總體社會效益來看,驗屋點交制度的標準化,亦可以被視為「驗屋點交的品質管理」,此一制度的普及化,可以使優良建商突顯,房屋的品質以及功能也會因驗屋點交制度及政策的推行有所提升,購屋者可以購買到更高附加價值的商品,更高品質的房屋也將賦予城市新景觀。有鑑於此,為建立一套完整的房屋驗屋點交制度,本中心將驗屋檢測項目標準化,同時了解驗屋產業中,驗屋專業人員以及購屋者的需求,作為後續制度建立以及推廣的基礎。

In the housing market, homebuyers
generally seek a stable and simple living environment. However, as living
standards continue to improve, people increasingly pursue homes that are more
comfortable and suitable for long-term residence. Factors such as sufficient
space, building facilities, and nearby neighborhood amenities have gradually
become important considerations for purchasers. Furthermore, in recent years,
the rapid development of information and communication technologies has drawn
growing attention to smart cities and smart living industries. This trend has
shifted buyers’ expectations from relatively basic requirements toward a demand
for buildings with diversified and integrated functions.
Within the real estate transaction
process, property inspection and handover constitute a crucial stage,
regardless of whether the property is newly built or pre-owned. The Ministry of
the Interior has also proposed a policy initiative requiring the provision of
building health inspection certificates when older properties are sold, with
the aim of safeguarding the rights of second-hand homebuyers. Such measures are
intended to enhance the transparency of market information, enabling purchasers
to better assess housing safety and make informed decisions, while also
strengthening consumer confidence. From a broader societal perspective, the
standardization of property inspection and handover systems may be regarded as
a form of quality management within housing transactions. The widespread
implementation of such systems would allow reputable developers to stand out,
improve overall building quality and functionality through policy enforcement,
and enable buyers to obtain properties with higher added value. High-quality
housing will also contribute to shaping a renewed urban landscape.
In view of these considerations, in order
to establish a comprehensive system for property inspection and handover, this
Center seeks to standardize inspection items while simultaneously understanding
the needs of inspection professionals and homebuyers within the industry,
thereby forming the foundation for subsequent system development and promotion.
