本中心之設立目的在於建立建築物漏水鑑定之相關制度與規範，協助鑑定與判別房屋漏水原因，培育建築物漏水鑑定專業技術人才與提供社會服務。除承接政府部門產學合作計畫，亦擔任公、民營機構之諮詢專家，而漏水鑑定工作常由公、民營單位委託辦理，且市場需求高，故成立中心協助辦理鑑定工作可視為產學合作之計畫型態，並可擴展與公、民營機構之連結。
相關研究方向包括：法律探討、制度建立與規範制訂、整合與推動建立既有建築物之事前專業診斷、規劃、設計之體系。
解決社會需求：配合政府需要培訓具診斷既有建築物問題及施作能力之技術人員；建立建築物漏水鑑定技術服務諮詢中心，提供需求者技術諮詢或接受房屋整建之診斷服務；接受政府單位委託辦理建築物漏水鑑定相關技術士職類之技能檢定及其相關業務。
最後，推動接受委託房屋漏水鑑定權責，推動建築物買賣漏水檢測標章。促進國內、外建築物漏水鑑定之技術學術交流與研討活動。

The
purpose of establishing this Center is to develop relevant systems and
standards for building water leakage diagnosis, assist in identifying and
determining the causes of building leakage, cultivate professional technical
personnel in leakage investigation, and provide services to society. In
addition to undertaking industry–academia collaboration projects commissioned
by government agencies, the Center also serves as a consulting expert for
public and private organizations. Since leakage diagnosis work is frequently
entrusted by both public and private sectors and market demand is high, the
establishment of the Center to assist in conducting such investigations can be
regarded as a project-based model of industry–academia cooperation, while
further expanding connections with public and private institutions.
Relevant
research directions include legal studies, institutional development and
regulatory formulation, as well as the integration and promotion of systems for
professional pre-assessment, planning, and design of existing buildings.
Addressing
social needs: in cooperation with governmental requirements, the Center trains
technical personnel capable of diagnosing problems in existing buildings and
carrying out remedial works; establishes a technical service and consulting
center for building water leakage diagnosis to provide technical consultation
or renovation diagnostic services to those in need; and accepts commissions
from government agencies to conduct skill certification examinations and
related operations for technical professionals specializing in building water
leakage diagnosis.
Finally,
the Center promotes the authorization and responsibility for commissioned
building water leakage investigations and advances certification labeling for
leakage inspections in building transactions. It also promotes domestic and
international academic and technical exchanges and symposium activities related
to building water leakage diagnosis.
