本中心應用之研究方法,除傳統時程遲延分析法,運用要徑法 CPM的排程大數據計算外,本中心之工程鑑識分析技術將進一步以AI人工智慧整合專案當事人之進度月報、契約及文件等工程資訊,對爭議事件進行研究和調查後,重建時程計畫原型或鑑識受影響竣工時程,據以確定遲延因素與衝擊程度,以利契約當事人於協商、調解、仲裁及訴訟等程序能更有效率解決爭議。綜上,工程專案鑑識技術須具備 CPM 排程方法學術研究與實務經驗的工程法務專家領域。
3.開辦工程專業教育及跨域工程法務、契約及專案管理課程
本中心不定期開辦課程,推動工程跨域教育,辦理專案管理、契約、工程法務及工程專業鑑識技術等專業訓練。
未來擬與實務單位共同合作,促進工程技術傳承,協助工程業者,提升工程專案管理方法,建置大數據資料庫及工程相關資訊,並拓展電資學、工學院、商學院及非工程科系等青年學子參與工程建設專案,藉此推升我國工程業的永續發展。

The mission of this Center is to “analyze
and establish professional forensic technologies and standards,” “cultivate
managerial and forensic professionals,” “apply forensic methods to effectively
resolve engineering disputes and reduce litigation,” and “enhance project
management methodologies within the engineering profession.” The Center accepts
commissions from industry, government, and academia, and appoints committees to
form task teams to provide the following services:
1. Engineering Forensics and Expert
Opinions
The Center undertakes engineering forensic
investigations entrusted by judicial authorities at all levels, arbitration
institutions, and government agencies, as well as expert opinion reports or
consulting services commissioned by industry organizations, including:

Based on domestic and international
engineering forensic practices and construction law frameworks, as well as the
characteristics of engineering projects across sectors such as transportation,
power, petroleum, petrochemical, natural gas, and high-tech facilities, the
Center appoints committee members or engages domestic and international experts
to form professional and experienced project management and dispute
investigation teams. The Center accepts commissions to provide project
management, construction law, document control, and information technology

The Center’s research methodologies, in
addition to traditional delay analysis techniques and Critical Path Method
(CPM)–based scheduling big-data computations, further integrate artificial
intelligence to consolidate project progress reports, contracts, and
engineering documentation from all stakeholders. Through investigation and
analysis of dispute events, the Center reconstructs baseline schedules or
performs forensic evaluations of impacted completion timelines to determine
delay causes and impact magnitudes. This enables contracting parties to resolve
disputes more efficiently through negotiation, mediation, arbitration, and
litigation. In summary, engineering project forensic technology requires
specialists with both academic grounding and practical experience in CPM
scheduling methodologies and construction law.
3. Professional Engineering Education
and Interdisciplinary Training in Construction Law, Contracts, and Project
Management
The Center regularly organizes training
programs to promote interdisciplinary engineering education, offering
professional courses in project management, contract administration,
construction law, and forensic engineering technologies.
Looking ahead, the Center plans to
collaborate with industry practitioners to advance technical knowledge
transfer, support engineering professionals, enhance project management
practices, establish big-data databases and engineering information systems,
and encourage students from electrical engineering, engineering colleges,
business schools, and non-engineering disciplines to participate in
construction projects—thereby contributing to the sustainable development of
the national engineering industry.
